Swachh Bharat Mission (Grameen) Latrine
Details
Phase
II of the Swachh Bharat Mission (Grameen) [SBM(G)], will focus on
sustainability of Open Defecation Free (ODF) status and Solid and Liquid Waste
Management (SLWM) in rural India. The programme will work towards ensuring that
no one is left behind and everyone uses a toilet. SBM(G) Phase-II will be
implemented from 2020-21 to 2024-25 in a mission mode.
Government
of India launched Swachh Bharat Mission (Grameen) on 2nd October, 2014 to
accelerate efforts to achieve universal sanitation coverage, improve
cleanliness and eliminate open defecation in India by 2nd October 2019. The
nation-wide campaign was a jan andolan aimed at eliminating open defecation
during the period 2014 to 2019 through mass scale behavior change, construction
of household-owned and community-owned toilets, and establishing an accountable
mechanism for monitoring toilet use. Under the mission, all villages,
States/UTs of India declared themselves ODF by 2 October 2019, the 150th birth
anniversary of Mahatma Gandhi
Benefits
SBM(G)
Phase-II was launched in February, 2020 with the focus to sustain the Open
Defecation Free (ODF) status.
1.
Provision of access to toilets
to any left-out households and newly emerged households by the construction of IHHLs
and CSCs. Financial support of Rs - 12,000 for APL and BPL Rural households including storage for handwashing and cleaning of the toilet
2.
Biodegradable
waste management through composting and biogas
plants (GOBAR-DHAN).
3.
Collection, segregation and
storage facilities and setting up of plastic waste management units/material recovery centres for plastic waste management.
4.
Construction of soak pits,
waste stabilisation ponds, DEWATS, etc. for greywater management.
5.
Faecal
sludge management through co-treatment in
existing Sewage Treatment Plants/Faecal Sludge Treatment Plants (STPs/FSTPs) in
nearby urban areas and setting up of FSTPs under the programme.
6.
Decentralised operation and
maintenance of community sanitation assets in rural areas by Gram Panchayats.

The
Government of India provided a total outlay of Rs. 1.40,881 crores (USO 20
billion) to facilitate the transformation of villages from ODFto ODF Plus.
Further,
India has made Goal 6 of the Sustainable Development Goals (SDGs) which is to
ensure clean water and sanitation for all, a national mission.

Eligibility
This
scheme is for any rural household that does not have access to an individual
household toilet.

States
may also decide to give the incentive to the individuals, or to communities
where the model is adopted to trigger the demand in GPs/Blocks/Districts, or to
the Gram Panchayats on the achievement of community objectives.
Note:
1.
Any incentive for the IHHL,
provided to the community/GP, if given, shall be used only for sanitation
activities.
2.
Government shall ensure that
the quality of toilet is maintained through sample physical verification
through its officers
